What changes in 2028?

An integrated CSAT and a five-band school grading system take effect. Essay-based early-admission places in the Seoul Capital Area rise by 413 to 11,443, while school records and the CSAT remain the main admissions routes nationwide.

Our perspective: focus on a durable learning need—explaining reasoning in writing—rather than assuming policy reform guarantees demand.
